SB9 is the biggest change to single-family property rights in California in decades. It lets most single-family lots be split, or hold two units, without a discretionary hearing — and for a Los Angeles homeowner sitting on a large lot, that unlocks value that simply was not accessible before. Here is exactly what the law gives you, and where it beats every other way to add housing to your property.
We're a licensed design-build general contractor (CSLB #1076428) handling SB9 projects end to end — eligibility, parcel map, design, permits and construction.
01
Ministerial Approval — No Public Hearing
A qualifying SB9 project is reviewed against objective standards instead of going to a discretionary hearing. No design review board, no neighborhood appeal, no CEQA study for the split itself. Your city checks the boxes and approves. That single change removes the part of Los Angeles development that historically killed small projects: months of uncertainty with no guarantee at the end.
02
One Lot Can Become Two Sellable Parcels
An urban lot split turns one deed into two. That is the difference between an ADU, which stays attached to your property forever, and SB9, which creates a separate legal asset you can sell, finance or pass down independently. For most homeowners this is the real advantage — you are not just adding square footage, you are creating a second piece of real estate where one existed before.
03
Up to Four Homes on a Single-Family Lot
SB9 allows two primary units per parcel. Split the lot and you can end up with as many as four homes where zoning previously permitted one. Depending on your city's implementation, ADUs may stack on top of that. We map the maximum realistic unit count for your specific parcel before you commit to a direction.
04
Local Zoning Objections Are Overridden
SB9 is state law, so a city cannot use minimum lot size, density caps or single-family-only zoning to block a qualifying project. Cities may apply objective standards, but they cannot apply them in a way that physically prevents two units. If a standard would make the project impossible, it does not apply.
05
Longer Map Life and Extensions
SB9 extended subdivision map life from 12 to 24 months and expanded the available extension window. In practice that means your approval does not expire while you are still lining up financing, finalizing plans or waiting on utility work — a real problem on small-scale projects with tight budgets.
06
Better Numbers Per Unit
You already own the land, which is the single largest cost in Los Angeles development. Building two or four units on land you own spreads your fixed costs — utilities, site work, design, permits — across more units. Whether you sell the new parcel, rent the units, or refinance against the added value, the per-unit economics are far stronger than buying a new lot to build on.
07
A Faster Path Than Traditional Subdivision
A conventional Los Angeles subdivision means tract maps, hearings, environmental review and years of entitlement. An SB9 urban lot split is a parcel map processed ministerially. Same outcome — a new legal parcel — on a fraction of the timeline and cost.
08
Multi-Generational and Rental Flexibility
Two separate homes on separate parcels means real separation: separate addresses, separate utility meters, separate entrances. Aging parents, adult children, or a long-term tenant can live independently instead of sharing walls and a mailbox with you.
Every point above depends on your parcel qualifying. Eligibility is where we start, and the review is free.
SB9 VERSUS AN ADU
Almost every homeowner who calls us about SB9 is also considering an ADU. They are not competing options so much as different tools — this is how they actually compare.

WHAT COULD DISQUALIFY YOUR LOT
SB9's advantages only apply to a qualifying parcel. Your lot has to sit in a single-family zone and be large enough that both resulting parcels meet the minimum. Very high fire hazard severity zones, flood and hazard designations, historic districts and HPOZs, and recent rental or eviction history can all disqualify a property. We screen every one of those before you spend a dollar on design.
What is the biggest advantage of building under SB9?
Creating a second legal parcel. An ADU adds square footage to a property you already own, but an SB9 urban lot split creates a separate piece of real estate you can sell, finance or transfer on its own. That is a different kind of asset, and it is why SB9 changes the math for Los Angeles homeowners with a large enough lot.
Does SB9 really skip the public hearing?
Yes, for qualifying projects. SB9 requires cities to approve eligible lot splits and two-unit developments ministerially, meaning against objective standards only — no discretionary hearing, no neighbor appeal, and no CEQA review for the split itself.
How many homes can I actually build?
SB9 permits two primary units per parcel, so a split lot can support up to four homes. Whether your parcel supports the maximum depends on lot size, setbacks, fire access and your city's objective standards. We model the realistic unit count during the free feasibility review.
Can a city block my SB9 project with local zoning?
No. SB9 is state law and overrides local single-family-only zoning, density caps and minimum lot size rules for qualifying parcels. Cities may impose objective standards, but not standards that would physically prevent two units from being built.
Do I have to live on the property?
For an urban lot split, SB9 requires the owner to sign an affidavit committing to occupy one of the units for three years. There is no owner-occupancy requirement for the two-unit development path without a split.
Is SB9 better than building an ADU?
They solve different problems. Choose an ADU for the fastest path to rental income or family housing without subdividing. Choose SB9 when your goal is to create a sellable second parcel and unlock the full value of a large lot. Some parcels support both, and we compare the numbers side by side before you commit.
